  4. 1/4 cup water
  5. 1 tbsp cornstarch

  2. 1/4 cup vegetable oil
  3. 1 clove garlic, crushed
  4. 1 tsp salt
  5. 1 tsp ground ginger
  6. 1 tsp ground black pepper
  7. 3 medium green bell peppers, julienned
  8. 2 medium onions
  9. 1 6-ounce can of water chestnuts, drained
  10. 4 green onions, chopped
